ONIBGONGBO EDUCATION FOUNDATION BYE-LAWS

ENABLING LAW;

IN exercise of the powers conferred by section 7 sub section (2)(a) combined with the fourth schedule of the constitution of federal republic of Nigeria 1999 and other relevant section of the local government (amendment )laws of lagos state 2004 and all other power enabling it, on that behalf , the onigbongbo local council development area hereby makes the following bye law;

A BILL FOR A BYE LAW TO ESTABLISH ONIGBONGBO EDUCATION FOUNDATION AND FOR CONNECTED PURPOSE.

The council of onigbongbo local council development area of lagos state enact as follow;

This bye law shall come into operation on the 1st march,2009.

Section (1)there is hereby established a body to be known as onigbongbo education foundation (hereinafter in this bye law referred to as ‘’the education foundation’’

(2) The Education foundation shall consist of a head and eigth members to be appointed by the chairman of the LCDA.

(3) This foundation will be managed by a board of trustees member s of which will all be accomplished private,individuals of impeccable character.

(4) The board will have nine (9) voting members,with a non—voting secretary to be nominated

By the LCDA. The LCDA will have the status of a donor like other organization although the foundation will keep full accounts whcih must be published half yearly in at least one national newspaper.

(5) The education secretary of the local government education authority will be one of the ten member of the board.

(6) one of the 9 members of board who is NOT a public servant shall be appointed chairman of the board .

(7) Any person appointed pursuant to sub section of this section of this section shall hold office for a period of 3 year from the date of his|her appointment.

THE FOUNDATION

The Onigbongbo education Education Foundation is an attempt to inject new life into a system that is in crisis. It must, ab inito,be established on a foundation of transparency and accountability.this is the only way community spirited individuals and corporation can willingly and enthusiastically the effort with their hard—earned money.

FOUNDATION OF THE EDUCATION FOUNDATION

1. To mobilize non-governmental financial and other support for the primary schools.

2. To encourage public appreciation of the public primary schools.

3. To encourage greater enrollment and regular attendance.

4. To identify and consider the specific needs of each school and determine an order of priority for providing the required facilities.

5. To fashion out programs of fund raising from time to time and generally raise funds for the realization of the objectives of the foundation.

6. To approve the release of funds for the provision of the approved facilities.

7. To obtain profession assurances regularly on the schools curriculum with a view to ensuring that the academic contents of the program is achieved .

8. To monitor the performance of teachers and other staff connected with the schools to ensure that they conform with the objectives of the program.

9. To fashion out a program of motivation and recognition for teachers to enhance their commitment to the program.This will have termly and annual components .

10. To establish a culture of accountability and transparency in the handling of funds by presenting a financial report for public consumption every calender year.

11. To establish a new work of support for the program can draw goodwill and support from time to time.

12. To perform such other function as may be assigned by the chairman of the LCDA.

FINANCIAL PROCEDURES AND RECORDS

a. The foundation will maintain a bank account.

b. Each cheque drawn upon the foundation,s bank account must be signed by three trustees one of whom must be the chairman of the board of trustee.

c. Expenditure or disbursement requsts must be raised by the secretary to the board and approval must be obtain at a meeting at a meeting attnded by at least five voting members of the board.
