ONIGBONGBO ROAD MAINTENANCE AGENCY;A BYE LAW

ENABLING LAW;
In exercise of the powers conferred by section 7 sub –section(1)(f)combined with the fourth schedule to the contitution of the federal republic of Nigeria 1999 and other relevant sections of the Local government.Ammendment Law of lagos state 2004 and all other powers enabling it in that behalf,the onigbongbo lagos council development area hereby makes the following bye—laws;
TITLE; A BILL FOR A BYE LAW TO ESTABLISH ONIGBONGBO ROAD MAINTENANCE AGENCY AND
FOR CONNECTED PURPOSES.
THE COUNCIL OF ONIGBOGBO LOCAL COUNCIL DEVELOPMENT AREA OF LAGOS STATE ENACT
as follows;
THIS byeLaw shall come into operation on the 1st january 2009.
Section 1(1) There is hereby established a body to be knowas ONIGBONGBO ROAD MAIN
TENANCE AGENCY
(hereinafter in this byelaw referred to as ‘’the road agency’’)
(2) The Road agency shall consist of a head and three (3) members to be appointed
By the chairperson of the LCDA.
(3) The Road Agency shall be general manager of senior special adviser status.
(4) In the opinion of the LCDA,be persons of unquestionable integrity.
(5) Any person appionted pursuant to sub—section of this section shall hold office
For a period of a 3years from the date of his appointment.

FUNCTIONS OF THE ROAD AGENCY
To maintain and ensure the maintenance of all drainages, water ways, and to minimize the actions of erosion caused by blocked drainages and waterways.
To monitor, protect and install streetlights within the major streets within the L. C. D. A.
To collate,store and update data on conditions of all roads within the LCDA and to liase with the works Department to maintain and rehabilitate roads within the jurisdiction of the LCDA.
To submit weekly reports to the chairman of the LCDA outlining the roads in need of repairs and maintenance and conditions of the roads within the LCDA in general.The Agency will be headed by a Special Adviser who will have following duties and function

Duties
• The chief executive officer of the agency

• Ensures that the roads within the council area are motor able

• Responsible for the upgrade, rehabilitation and construction of existing and new roads within the council area

• Liaising and coordinating the activities of consultants and contractors working on all council road project

• Ensure that all drainage and flood channels within the council are cleared and maintained regularly

• Preparation of technical and commercial bids for road projects

• Install, maintain and project streetlights’ on all the major roads within the council area

• Liaising with state and federal road maintenance agencies

• Any other duty as may be directed by the chairman

• Report to the Chairman
